Functions of the Department:​

1. Develop, publish and update Aviation safety regulations and related procedures in accordance with the requirements of the International Civil Aviation Organization.
2. Develop and manage the State Safety Program.
3. Develop and implement programs for surveillance and effective oversight for civil aviation safety.
4. Develop the recruitment requirements and set standards for the qualification and technical expertise required of those working in the field of aviation safety in coordination with the relevant administrative units.
5. Prepare regulations concerning the issuance of licenses, certificates, approvals and permits for operators, service providers and operators in the field of international general civil aviation.
6. Ensure the effective implementation of safety management systems of operators, service providers and operators in international general civil aviation in accordance with applicable regulations.
7. Develop and implement proactive and effective measures for safety oversight and safety management in civil aviation.
8. Prepare and implement regulations and requirements for the safe transport of dangerous goods by air in accordance with the rules in force and ensure their effective implementation.
9. Develop and implement a system of environmental protection in the field of civil aviation and ensure compliance with conventions, legal and international obligations and laws in force in the State.
10. Prepare and implement a system to evaluate requests for exemptions from certain requirements of rules and regulations without prejudice to safety.
11. Issue personnel licenses for flight crew, aircraft maintenance personnel and air traffic controllers in compliance with applicable regulations.
12. Certify aviation training centers and aviation medical centers and approve aviation examiners in accordance with the applicable regulations.
13. Issue air operator certificates and determine the operating specifications in accordance with applicable regulations.
14. Inspect aircraft, ensure compliance with international standards and issue aircraft airworthiness certificates for aircraft registered in the State and for airborne devices, in accordance with the applicable regulations.
15. Ensure aircraft registration and maintenance of the aircraft registry and technical libraries.
16. Approve continuing airworthiness maintenance organizations (CAMOs) and maintenance organizations (AMOs) in compliance with applicable regulations.
17. Conduct safety oversight of foreign aircraft, including international general aviation.
18. Conduct Safety oversight of persons and organizations in civil aviation and ensure compliance with the applicable laws, regulations and other regulatory material.
19. Certify and oversee the operations of, civil aerodromes and helipads.
20. Certify and oversee the provision of air navigation services.
21. Oversee search and rescue service providers related to civil aviation in accordance with the laws in force in the State and international treaties.
22. Support the investigation of aircraft accidents and serious incidents where necessary.
23. Coordinate with the competent governmental authorities on the requirements related to communicable diseases.
24. Participate in meetings, conferences and seminars related to safety of civil aviation.
25. Propose the fees and charges for the services rendered by the Department.
