The Human Resources Section has the following functions:

  • To plan the QCAA needs of workforce in collaboration with the various QCAA departments.
  • To formulate and implement a policy for selecting individuals of various specializations, and to suggest suitable positions for them in QCAA.
  • To identify rules and regulations in the Personnel Division in accordance with the Personnel Rules of Conduct.
  • To formulate all decisions related to QCAA employees, including appointments; promotions; allowances; clearance; internal and external transfer; deputization; and secondment.
  • To issue decisions related to ending the probation period of new employees.
  • To work out an evaluation system for the employees; to distribute and collect related form; to take measures to present annual reports about the employees before the personnel committee; and to ensure employees adhere to rules and regulations.
  • To look into employees' grievances found in sufficiency reports; prepare the appropriate legal response based on the Board of Grievances discussion; and notify concerned parties with the outcome of the discussion.
  • To prepare QCAA budget with regard to Section 1-Salaries and Wages.
  • To create, organize and keep employees' files in the designated places.
  • To take appropriate measures with regard to work injuries, or work-related injuries.
  • Taking necessary procedures to refer to pension and issuing salaries to those who deserve
  • To take appropriate measures with regard to payment of salaries and wages, and all other financial entitlements; and to keep records thereof.
  • To propose and implement programs for catering for employees' cultural, social and physical needs in accordance with the BoD policy, and in collaboration with the Public Relations Department.
  • To propose, organize and implement training programs that meet the needs of QCAA departments.
  • To issue operational manual for all QCAA departments; and to follow up the implementation and updating thereof.
  • Providing opinion and necessary administrative consultations to develop performance and solve administrative problems.
