It is a Qatar National Civil Aviation Security Programme (NCASP) requirement, that all security programme holders and all other persons to whom the NCASP applies must report without delay the occurrence of any potential aviation security threats or incidents to the Aviation Security Section of the QCAA.  Should the incident be significant, the report shall be made immediately by any available means of communication to the Head AVSEC Section, QCAA. This initial report shall be followed by a more detailed written report as soon as practicable.  Aviation security incidents are defined by the NCASP as:

  1. a threat of an act of unlawful interference;
  2. unruly behavior on the part of a passenger on board an aircraft;
  3. unruly or disorderly behavior of a passenger, a staff member, or a member of the public at an airport where such behavior is likely to jeopardize the safety or security of the airport; and
  4. a breach, or potential breach, of any of the provisions of an approved security programme approved under the Civil Aviation Security Quality Control Regulations 2010.
